drupal menu "show as expanded" not working

version: drupal 8.6.5

theme: bartik and nexxus

problem: hovering over main navigation menus doesn't expand and show the child menus.

solution: Block Layout -> configure Main Navigation block -> under Menu Levels change 'Number of levels to display' to more than 1
