kde global shortcut send keyboard input config file location

Periodically, it is necessary (for me at least) to move(delete) my ~/.kde4 folder after update to get things functioning. This way kde automaticall recreates the .kde folder with default settings. When that happens, the send keyboard input hotkey settings are lost.

They are configured through the gui at

Settings > System Settings > Shorcuts and Gestures > Custom Shortcuts 

setting file location for kde (version 4.13.0):

~/.kde4/share/config/khotkeysrc

I copy this file over from a backup and then the shortcuts are restored. You may need to restart kde to get them working. Or just open them up, make a minor change to comments or something so you can hit the "apply" button.
